Although Windows 10 has many perks, lately I started to see its flaws as well. The Win 10 10130 build does not have “Change PC Settings” that I could find so far. Is there a way or a specific shortcut for this?
open CMD with administrator and type sfc/scannow and restart PC

You may find the option to display “Change PC Settings” under start menu settings.
You can jump to start menu settings by using the control panel.
