Before I begin explaining my problem, the file itself is from a trusted source and is not filled with viruses. I checked and double-checked it beforehand. When I am running a certain .exe file, I am getting this message “These files can’t be opened. Your internet net security settings prevented one or more files from being opened .”
Windows Defender and AV are both turned off so I have no idea what might be blocking it. Is there a way to open it up without turning off all defences?

2.App & browser control
Move your installation files from folder to your desktop and run .exe file as administrator
Hello, If you’re insisting to run an “allegedly harming program” marked by windows defender ( sometimes Win defender could mistakenly filter programs) then the best way is, delete the .exe file (or whole program), then turn off windows defender and re-download the file again, so it won’t get caught under the radar.
If you are not able to run .exe files even after following already discussed fixes here by others, I believe either your copy of file in corrupt or the content is not safe at all to bypass windows security.
