Can't perform a restart or PC shutdown after ransomware attack

A ransomware appeared on my PC after I downloaded an app from Reimage. I tried killing it with multiple ransomware apps, which almost did the job but some bad policies remained. Can’t perform a restart or PC shutdown because all apps which try to use restore point would freeze up instantly. I am unable to download some security apps and Windows Defender is corrupted. Also can’t use USB stick or disk to reset the PC. Any tips for removing it?

Try to boot in safe mode with networking and download the security apps.
When you boot PC from safe mode with networking you can connect internet and also you can check your other software.
