Computer does not recognise iPad

I wish to restore a recently working iPad used by my family members to transfer all data from it to a new device (also iPad). The WIN7 machine, with iTunes installed and upgraded, did not recongise the device after several painstaking tries. When I tried to turn it on, the notification shows it as “disabled.” Nothing I do (even after extracting files) makes the problem go away. Tips would be really helpful at this point.

Did you try another USB cable. It may be cable issue

did you Try with different usb port and ipod cables ?
