So, lately, I was trying to install Win 10 updates and several other apps to no avail. I wanted to update OS, C++, and 1511 Cumulative Update. I am getting an error on all three that goes something like this: “ Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3116908) - Error 0x800706d9 .”

I tried restarting computer and tried to switch off AV but no joy so far. I need suggestions so any help would be much appreciated.

I am happy to help here but I think you are using Windows 10 version 1511 which is out of support long ago. Try to upgrade your PC to the latest version of windows 10 I prefer to go for version 1809 or 1903 which will automatically resolve your issue.

after installing Aio run time , you can update your windows.
