Hi all!
I am doing one experiment in my laptop, currently, I have two partitions: One is used as Primary for Windows OS & one for storing files.
Now I would like to create a new partition & install exactly the same image as on my Primary drive, which I’ll tweak over time. I think the problem is my Windows is OEM, as it was installed by the manufacturer.

You can install windows 10 in same PC in two partitions.
First you install Windows 10 in c:\ drive and second in d:\
with same licence.

You can install dual Windows OS on your PC. Upon startup you will be asked to choose which OS you would like to sign-in. If you don’t want to be asked on every startup then you can start any one OS as an active partition.
Will the license work on two drives simultaneously?
No, You will need a separate license. Note Windows license is per installation and per device. You will be needing a second license if you are choosing to install a second OS either in the same PC on a different partition or as a virtual OS like (hyper-V or Virtual Box).
