Issues with DL permissions

Hello there peps!

I have issues with DL permissions that I want to fix somehow. Right now, I have 2 DL’s: one is onprem DL and another cloud DL. One of my O365 users stated that he wants to operate both. He would also add and remove his own users by himself. So, the question is: can my user do this? I want to hear opinions before we start out the process and possibly make a mess of things. What would be required settings? I am using an exchange hybrid environment.

Distribution List created on-premises or Distribution groups that are created in Office 365 through directory synchronization must be managed in the on-premises environment and the distribution List created online must be managed in the exchange online admin portal.

To do the changes you have mentioned in the on-premises distribution list he should be assigned as owner permission to the distribution list and for online he should be assigned exchange admin permission.

In my opinion, users should not be allowed or authorized to do this type of change this thing has to be controlled by an IT administrator to avoid unnecessary issues.
