After locking up the computer, the screen with username and password is not provided. Thus, I cannot get in and work it out. I am not an advanced computer user so I need a step-by-step help to fix this. Can someone help me out?

On the lock screen Press Ctrl+Alt+Delete most of the time this will work.
There is a bug in windows 10 version 1809. If you are using the same version make sure you have Windows 10 cumulative update KB4503327 installed in your system.
You can try this way
start windows in safe mode
open start menu and type services
**go to services and click on credential manager **
in credential manager choose startup type: automatic and start service
apply>OK and restart your PC in normal mode
