Some domain users getting temp profiles in Windows 10

All of our computers are upgraded from Windows 7 to Windows 10. It was done on free upgrade during 2017 So, we have done many upgrades on computers like from 1511 to 1809 till now. I am started to upgrade my PC to Windows 10 1909 version but after the upgrade, Every time the primary user of this system signs in.

I get a temporary profile, and event viewer shows events 1909 “Windows cannot find the local profile and is logging you on with a temporary profile.” and 1909 “Windows cannot locate the server copy of your roaming profile… DETAIL - The specified path is invalid.” We do not use a roaming profile, and this path is blank in AD. Other users are able to log in without issue, and this user can log in to other systems without issue.

profile list in the registry shows no entries for them, I’ve tried various combos of adding/removing them from user groups with no luck. The domain is on Windows server 2012r2, anything else I should be looking at?
