Since I wanted to fully upgrade my PC, I switched from Win7 Home Premium to Windows 10, update 1909, 18363.476. Before the update, I disabled all windows startup items and all non-MS services as well. After the boot, all msconfig services were present but all startup items were missing (27 items that start via a registry run entry). Is this a known Win 10 update issue and how should I go about to fix it?

open run windows and type msconfig, and check normal sturtup.

Check if you have windows.old folder in C drive then you can recover the deleted file.

Open Task manager and click on startup tab in windows 10
from Task manager you can see all the startup program in windows 10
