User cannot send or receive emails

Using Office365 portal, one of my users sent me an email, prompting the block function. Now, his account is cut off from the platform and cannot send or receive emails from me. I changed his password and manually removed the block from within the Action Centre. Here is my question: is there a function that would allow me to see how many times he has been blocked so far (PowerShell syntax for instance)? Can PowerShell syntax let me check his status on whether he is blocked or not?
