Recently he claims playing some games on his PC makes very slow but I notice it is pretty limiting on the frames, like around 30 to 45. and he has have a mouse where the volume up or down buttons are mapped on there.
But when he play a game and turn the volume up or down there is a little window that pops up showing me the current volume, and it gives me 60 plus frames and then that popup disappears and it’s back to lower frames.
For reference here are his PC specification:
Motherboard : Intel i7-8750h@2.2GHz
RAM: 16GB
OS : Windows 10 64bit
Graphic Card : GeForce GTX 1060 6Gbs
He have never had this happen to before on his desktop, and I don’t have much experience with hardware troubleshooting.
Try another software or game, did you observed that other programs are also working slow or the specific game is slow?
As you mentioned that windows 10 is not using graphic card, technically it is not possible i think problem must be in software or OS.

May be there is a problem with nVidia out-dated drivers.

I had this problem, and the answer is stupidly simple. Windows 10 by default is set to use the integrated graphics on the CPU. To bypass this, use the Nvidia control panel, Under 3D settings > Manage 3D Settings: Change preferred Graphics processor: (To High Performance Nvidia processor) > Apply.
This by default should apply Nvidia to be directly responsible for all graphic related hardware.
Go to your Windows Update Settings, and look for the View Update History button, and check to see if Windows 10 Update KB4482887 is installed.
Your laptop might have automatically updated. Check to see if the update is installed, and then you can select to uninstall it. Microsoft is reportedly working on a fix.
Open the Settings menu by clicking the cogwheel icon in the start menu.
Select the Gaming section of the settings menu.![]
Navigate to the Game Mode section in the side bar.
Click to toggle Game Mode on or off.!
While Game Mode won’t make a huge difference for most games, if you’re prone to heavy background task usage, or you’re using a lower-end system without much overhead for games, Game Mode could be useful.
You can also try to disable everything in the Xbox config; DVR, Xbox overlay, ect.
