Windows 10 Pin and Fingerprint setup

Since a time I have trying to set up the fingerprint and pin logins on windows XP pcs. We have enabled the “Convenience PIN” in Group Policies it allows us to add fingerprint and pin but the process brings us a window with.“Your organization requires Windows Hello” and attempts to connect to a Microsoft account, which we don’t want to do unless this is a necessity.
If we cancel under PIN in sign in options it reads “Sorry, this PIN isn’t working for your organization’s resources. Tap or click here to fix it.” If we click it that takes us back to the Windows Hello setup. Or If we try to use an existing Microsoft account it fails with a “Something Went Wrong” error. In all the documentation I’ve read on setting up Fingerprint/PIN on a domain I’ve not seen anything that talks about having to use a Microsoft Account.
Any help which can resolve this …
